How does SAY define social accountability?

There are various definitions of social accountability however for the purposes of this site,

social accountability is the process of holding those responsible (duty bearers), accountable for their obligations towards the people they represent.

Social accountability is actually a process or an approach, so there is not one set way of practicing it. It may be helpful to think of it as a set of tools that, when used correctly, results in the rights of the citizens being upheld and encourages a response from duty-bearers. The approach or tool is also used with the spirit of collaboration rather than combativeness.

What is Civil Society?

Civil society is compose of non-state actors, civic and social orgainisations and institutions where people come together and organiser themselves to advance a common set of interests. Voluntary and community groups, non-governmental organisations (NGO’s) professional associations, academia, trade unions and faith-based organisations are commonly included in this sector. Civil society deals with a lot of different issues, actors and institutional forms varying in their degree of formality, autonomy and power.
